IRCC just released a news that qualifies 13 more country for visa-free travel to Canada, and Philippines is one of them.
Below is the link to the official website of IRCC, hence you can be confident na it is, no doubt, legit.
Eligible travellers from 13 more countries now qualify for visa-free travel to Canada
The answer is NO.
Travellers from these countries who have either held a Canadian visa in the last 10 years or who currently hold a valid United States non-immigrant visa can now apply for an eTA instead of a visa when travelling to Canada by air.
In tagalog,
sabi ni google, Karapat-dapat ka lang kung dati ka nang may Canadian visa sa nakaraang sampong taon, o may valid US visan.
Hence, if you have an expired visitors visa to Canada, you don't need to apply for a new one.
Please note: eTAs can only be used to fly to Canada. Travellers will need a visitor visa when entering Canada by car, bus, train or boat, including a cruise ship.

I also hate the news release, bat ang daming kulang and mis-leading statements. This happened with the eligibility ng OWP for Teer4&5 din last January 2023.
So many confusion and it's frustrating, but as I mentioned above, previous TFW were also able to successfully apply for an eTA.
